Can I get a Golden Visa with a mortgaged property?

The answer

Yes, according to the Dubai Land Department. Its Golden Visa service for property investors requires property worth AED 2 million in your name, and states that "the property may be mortgaged", with a no objection letter from the bank showing the amount paid and the balance outstanding.

The Land Department's service terms for the investor Golden Visa set three conditions: property with a value of AED 2 million, wholly owned by the investor (one or more properties) in the applicant's name; for a mortgaged property, a bank letter "indicating that the bank does not object to issuing a residence permit on the property, indicating the paid amount and the balance"; and the applicant must be inside the UAE.

Read the page closely before relying on a number. Its summary says that for a mortgaged property "a bank letter indicating 2 million AED paid amount" is to be provided, which reads more strictly than the service terms. The two do not match, so confirm the current requirement with the Land Department for your own case.

The federal portal u.ae lists real estate investors under the Golden visa with a minimum capital of AED 2 million. The mortgage rules do not change because a visa is the goal: the loan to value caps and the debt burden test apply as usual.
