Can I use my end of service gratuity for a mortgage?

No. An end of service benefit you expect on leaving cannot be counted as a source of repayment.

The regulation is explicit: a gratuity you have not yet received, and which depends on you leaving your job, cannot be counted towards affording the mortgage. A bank cannot lend on the strength of it however confident you both are that it will arrive.
A gratuity you have already received and hold is a different matter, because then it is simply money in your account. What it cannot be is a future entitlement doing the work of present income.
The distinction matters most to people approaching the end of a long posting, where the expected gratuity is large relative to salary. In that situation the file is usually better built around what the bank can count today, with the gratuity treated as what it is: money that will help later.
If your income picture is unusual in this way, it is worth talking it through before an application rather than after a decline. A decline is visible to the next bank.
